YCT Nay. YCT Opposes The Motion to Table. Senate Bill 2, Amendment 27, was an attempt to ensure that all counties had the same rollback election rates in Texas. As written, Senate Bill 2, had a de minimis rate exemption that grandfathered any taxing unit that collects less than $15 million of combined property tax and sales tax revenue from the 3.5 percent cap that was proposed in the House version of the bill. Instead, these tax units would only be subject to a rollback election only if the value of the tax increase is greater than $500,000. This de minimis rate would potentially diminish the potential tax relief of over 84 counties and 1000 cities and cause them to have rollback rates that were higher than the current rate. Amendment 27 would have removed this exemption, thus ensuring that every single Texan received tax-relief. Unfortunately, the majority of Republicans voted to table the amendment and keep the de minimis rate exemption. YCT supports any legislation that makes the process for rollback elections more accessible and more taxpayer-friendly.
