YCT Yea. SB 849 requires municipalities with a population greater than 20,000 to submit an email notification in which they notify taxpayers of any impending tax or fee increases. The legislation also required municipalities to submit a cover page on their budget proposals that would iterate the estimated revenue from any new or increased fees. The cover page would also include a description of each new or increased fee, the dollar amount of each new fee, and the dollar amount of and percentage of increase of each increased fee. YCT supports this legislation because it would increase transparency in the tax-increase and fee-creation processes at the local level.
