YCT Yea. HB 2048 repeals the failed Driver Responsibility Program that has resulted in severe government fines on everyday Texans. Discontinuing the heavy annual penalties that the Driver Responsibility Program has put into place is a benefit to all Texans. HB 2048 puts an end to this fiscally irresponsible practice of using civil fines as a revenue stream for government services.
