YCT Yea. HB 16 establishes protections for a child born after an attempted abortion. The bill creates a physician-patient relationship between a child born alive after an abortion and the physician who performed or attempted to perform the abortion. HB 16 helps ensure that the physician will exercise the “same degree of professional skill, care, and diligence” as he would for any other life. YCT supports this bill because it provides additional protection for vulnerable lives.
