YCT Nay. HB 1399 allows law enforcement officials to create a DNA database to store and hold samples of an individual’s DNA. YCT opposes HB 1399 because the legislation does not require law enforcement officials to obtain a warrant before the collection of DNA. Under the bill, an individual who is arrested but not convicted would be subject to their DNA being collected in the database. YCT is not for HB 1399, as it is an infringement upon personal freedom and liberty due to the bill’s ignorance of due process rights.
