YCT Nay. HB 1 is the appropriations bill passed by the Texas Legislature for the 2020-21 biennium. YCT has endorsed the Conservative Texas Budget, which calls for limiting growth in appropriations to only that required by increases in population and inflation. HB 1 dramatically expands past the rate recommended by the Conservative Texas Budget and is fiscally irresponsible.
