Passage; April 4th, 2019; Journal Page 745;  26 Yeas, 5 Nays.

YCT Yea. Telecommunications providers that install lines in a city's right-of-way are required by law to pay the city for the right to occupy that right-of-way. If these providers supply telephones and cables over the same line, then they must pay twice for the same lines in a single right-of-way because the fees are duplicated in separate codes. SB 1152 would require the provider to pay the city the larger of the two fees, but not both. Since this bill would promote limited and fair government by prohibiting charging telecommunications providers twice for the same right-of-way as well as freeing providers from burdens that stifle innovation, YCT supports this bill.
