YCT Yea. SB 1451 prevents school teachers from being negatively appraised in their performance based on the number of disciplinary referrals they make over a given time. YCT supports all legislation that allows teachers to have more discretion in the creation and enforcement of classroom rules. Negative performance appraisals based on disciplinary action create a perverse incentive for teachers to not discipline wayward students and leads to an inferior learning environment.
