Currently, localities may raise revenue in excess of the 3.5% voter-approval rate during a declared disaster. SB 1428 would have ensured localities could not use epidemics as an excuse to raise revenue in excess of the 3.5% voter-approval rate. YCT opposes revenue collection through property taxes and supports legislation that prevents municipalities and counties from enacting overbearing regulations that encroach on property rights; thus, YCT supports efforts to limit localities’ burdensome taxes.
