YCT Yea. SB 1336 strengthens the state spending limit by requiring that the rate of growth of consolidated general revenue appropriations (which makes up just over half of the budget) may not exceed the estimated average population growth during the preceding biennium and biennium during which appropriations were being made multiplied by the inflation during that same period. YCT supports the Conservative Texas Budget proposed by the Texas Public Policy Foundation and any attempts to limit spending by the combined population growth and inflation. SB 1336 is a good step toward limiting state spending in such a way.
