YCT Yea. SB 1025 would have ensured that only the legislature (not the governor) has the authority to limit the operations of private businesses. SB 1025 would have required the governor, if he or she found that a disaster declaration needed to be renewed, to call a special session in order for the legislature to respond to the state of disaster. YCT supports reforming the Texas Disaster Act of 1975 and legislation that limits executive overreach.
