SJR 45 would have amended the Texas Constitution to ensure a state of disaster or emergency declared by the Governor may not continue past 30 days unless it is renewed or extended by the Legislature convened in a special session. YCT supports reforming the Texas Disaster Act of 1975 and any legislation that would limit executive overreach.
