YCT Yea. During the COVID-19 pandemic, some political subdivisions attempted to increase tax revenue above the 3.5 percent voter-approval rate by claiming the pandemic was a disaster qualifying an exemption from the 3.5 percent cap. SB 1438 ensured that a taxing unit may not increase revenue above the 3.5 percent voter-approval rate unless in the case of a disaster caused by physical property damage. YCT opposes revenue collection through property taxes and, thus, supports efforts to limit localities’ burdensome taxes.
