SB 929 requires a city to give notice of each public hearing about a proposed change in zoning that would result in a property becoming a nonconforming use. If the city changes zoning and requires a property to stop its nonconforming use, the city must pay for the cost of stopping the nonconforming use and the decrease in market value due to stopping the nonconforming use. YCT favors any legislation that prevents municipalities and counties from enacting overbearing regulations that encroach on personal liberties, employment, and property rights.
