SB 14

SB 14 creates the Texas Regulatory Efficiency Office, which has the purpose of assisting and directing agencies on how to identify rules no longer necessary, propose improvements to rules that can reduce their cost or improve their effectiveness, assist agencies in implementing best practices for cost impact analyses during rulemaking, and make info more accessible to the public. It also makes a couple reforms to the Texas Administrative Procedure Act (ensuring rules are written in plain language and that agencies comply with certain requirements). And it codifies that courts aren't required to defer to agencies' legal determinations. YCT favors measures to make the state government more efficient, such as streamlining agency operations, reigning in agencies from creating burdensome rules, etc.
