YCT Nay. SB 1191 increases the amount of monies that go to public higher education institutions that receive funding through the Higher Education Fund. YCT opposes this bill because it increases allocations without first demanding reforms as to the use of the funds. YCT has on many occasions opposed the frivolous use of funding at institutions of higher education, especially while they consistently increase tuition costs after 'tuition deregulation' in 2003.
